Texas Vehicle Emissions Testing

Most Texas vehicles no longer need a yearly safety inspection. That requirement ended on January 1, 2025.

If your vehicle runs on gasoline, is between 2 and 24 years old, and is registered in a county that requires emissions testing, it still needs to pass an emissions test before you can renew your registration. Those counties include Collin, Dallas, Denton, Tarrant, Harris and Fort Bend. Bexar County joins on November 1, 2026.

Does My Vehicle Need an Emissions Test?

Your vehicle needs an emissions test if both of these are true.

It runs on gasoline and is 2 to 24 years old. Testing starts on the vehicle’s second anniversary and happens every year after that.

It is registered in a county that requires emissions testing. What matters is the county the vehicle is registered in.

Counties that require emissions testing:

  • El Paso: El Paso
  • No test needed: electric vehicles, diesel vehicles, motorcycles and mopeds
  • Commercial vehicles still need a yearly safety inspection

What the test checks. Texas uses an on-board diagnostics test, called OBDII. The inspector connects to your vehicle’s diagnostic port and reads what its own emissions systems report. Texas DPS lists the inspection as covering proof of insurance, the catalytic converter system, the exhaust gas recirculation system, the evaporative emissions system, the exhaust system, the gas cap, the intake system and the positive crankcase ventilation system.

Very clean and efficient ! They had a licensed inspector on site - which isn’t the case everywhere . Cozy - it’s a shame that my service is always so swift and efficient because you don’t mind waiting . The staff is pleasant , competent , and provide great service and customer service ! The check engine light is on

If the vehicle's computer is commanding the check engine light on with a trouble code stored, the vehicle fails. That is true even if the light is not showing while the engine runs.

Too many monitors are not ready

This usually happens after the battery is disconnected or replaced, or after trouble codes are cleared. The vehicle needs to complete its drive cycle first. Vehicles from 2001 onward can pass with one monitor not ready, and 1996 to 2000 vehicles with two.

The equipment cannot communicate

If the testing equipment cannot connect to your vehicle's diagnostic system, the test is stopped. You are not charged for a stopped test.

The gas cap fails

A gas cap that is missing, the wrong type, or that fails the pressure test will fail the inspection.

Commercial Vehicles and the Registration Fee

Commercial vehicles in every Texas county still need a yearly safety inspection. Our shops do not perform commercial safety inspections. You can find a certified station on the Texas DPS website.

The fee on your registration. Since January 1, 2025 every non-commercial vehicle pays a $7.50 inspection program replacement fee when the registration is renewed. New vehicles pay $16.75, which covers their first two years.

If your vehicle is registered in Bexar County, you do not need an emissions test to renew until October 31, 2026. From November 1, 2026, gasoline vehicles 2 to 24 years old need a passing emissions test first.
